Abstract

The Micro, Small, and Medium Enterprises (MSME) sector is a critical catalyst for regional economic development, industrial diversification, and equitable employment generation. In the Indian state of Andhra Pradesh, the MSME ecosystem is undergoing a structural transformation, driven by targeted industrial policies, cluster-based infrastructure development, and a strategic pivot toward formalization and global value chain integration. This comprehensive report presents a rigorous examination of the MSME clusters in Andhra Pradesh, contextualized within the state's ambitious "Swarna Andhra Pradesh" Vision 2047 and the newly promulgated Andhra Pradesh MSME & Entrepreneur Development Policy 4.0 (2024-29). Utilizing a desk-based analytical approach grounded in regional agglomeration theory and secondary Input-Output (I-O) economic data, this study executes an exhaustive SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis of the state's industrial landscape. Furthermore, it incorporates detailed empirical case studies of distinct agglomerations—including the Palasa cashew processing cluster, the Kondapalli artisan toy cluster, the East and West Godavari refractory cluster, and the legacy Vijayawada Auto Nagar industrial estate. The findings indicate that while the state possesses formidable strengths in policy architecture, female labor participation, and geographic positioning, it faces severe systemic vulnerabilities regarding legacy infrastructure decay, raw material sustainability, environmental pollution in agro-processing, and deep-seated credit market asymmetries. Ultimately, this report synthesizes these dynamics to offer strategic imperatives for policymakers and industry stakeholders, aiming to foster an inclusive, globally competitive MSME ecosystem.
